Oracle Stock Falls on $20 Billion Plan to Fund AI Buildout — Barrons.com. By Ty Roush Oracle stock fell Monday after the software giant spelled out the details of a previously announced plan to raise $20 billion to help fund its artificial-intelligence infrastructure expansion. The company disclosed in a Securities and Exchange Commission filing it would issue a $10 billion stock offering in addition to a $10 billion debt offering. Proceeds will go toward "general corporate purposes," such as capital expenditures, debt repayments, or future investments. Just days earlier at its investor day event, Oracle committed to limiting additional capital raises through fiscal 2030. The company is now moving to raise that entire amount at once, rather than spreading the fund-raising across the coming years. Oracle shares fell 5.4% to $123.60, putting the stock on track for its lowest close since hitting $117.74 in July, according to Dow Jones Market Data. Shares are down 36% in 2026, on pace for their worst year since 2001, but are up 8.4% since hitting a 52-week closing low of $114.99 in July. An acceleration in spending could renew concerns about the mounting costs of Oracle's AI expansion, which has required enormous investments in data centers and computing equipment to meet demand. Oracle has increasingly relied on outside financing to support that expansion. In its first-quarter earnings report in September, Oracle disclosed $125.3 billion in outstanding borrowings as of Aug. 31, alongside $288 billion in additional lease commitments, largely tied to data centers, that had not yet be reflected on its balance sheet. Oracle's fund-raising comes as Wall Street's concerns have swelled about the financing that technology companies are pouring into AI infrastructure and whether those investments will generate sufficient returns. Those worries contributed to a selloff in technology stocks in October, as companies including Amazon, Alphabet, and Meta Platforms outlined increasingly ambitious spending plans. Last week, Oracle sought to reassure investors that its spending will eventually pay off. The company projected that it would generate positive free cash flow in the second half of fiscal 2028, rising to at least $30 billion in fiscal 2029, as its AI infrastructure investments begin generating returns. Nvidia and AMD Are Backing a $6 Billion AI Startup Taking on Grok. Hark is entering the consumer AI race with heavyweight backing: Nvidia Corp NVDA and Advanced Micro Devices, Inc. ’s AMD AMD Ventures joined a $700 million round valuing it at $6 billion. Now its founder, Figure AI CEO Brett Adcock , is pointing frustrated Grok Bot users toward Hark , turning complaints about Elon Musk ‘s AI agent into an opening for a well-funded challenger. Nvidia and AMD Back a Different AI Bet Hark announced in May that it had raised more than $700 million in a Series A at a $6 billion post-money valuation. Led by Parkway Venture Capital, the round also included Intel Corp ‘s INTC Intel Capital, Qualcomm Inc . QCOM Qualcomm Ventures, ARK Invest and Salesforce, Inc. CRM Salesforce Ventures. Hark is not simply building another chatbot. It is developing its own foundation models, software and AI-native hardware, aiming to create a personal assistant that can act across the services people already use. Its ambitions extend beyond answering questions. Hark wants its assistant to manage calendars, order groceries, book flights, summarize Slack conversations and operate a cloud computer to complete web-based tasks. The idea is to make AI less of a tool users consult and more of an assistant they delegate work to. That broader vision helps explain why semiconductor investors are paying attention. Building and operating increasingly capable AI assistants requires computing infrastructure, while Hark’s ambitions around its own hardware could create another layer of opportunity. Grok’s Usage Problem Opens a Door Hark’s competitive ambitions came into sharper focus on Nov. 2, when Adcock encouraged users frustrated by Grok Bot’s usage limits to try Hark, describing its subscription tiers as “incredibly generous.” The endorsement is notable because Adcock is not just promoting a competing chatbot. He is positioning Hark as an alternative for users who want an AI assistant they can rely on for everyday tasks. It also puts the startup in the same consumer AI conversation as Musk’s Grok, which Space Exploration Technologies Corp. SPCX said had reached 800,000 paid weekly users in its third quarter. Hark’s funding gives it considerable financial backing to pursue that opportunity. Its investor roster also spans several major semiconductor companies, including Nvidia, AMD and Qualcomm, giving the startup connections across the infrastructure powering the AI industry. A Bigger Bet on AI Assistants For Nvidia and AMD, Hark represents more than a startup investment. The company is betting that consumers will increasingly delegate everyday digital work to AI agents, creating demand for models, infrastructure and eventually new hardware. But a $6 billion valuation sets a high bar. Hark must turn its generous usage pitch into durable customer adoption while managing the same inference costs now confronting Grok. The opportunity is clear; whether its economics prove more sustainable remains the bigger test.

What Is Going On With Meta Platforms Stock on Monday. Meta Platforms Inc. META is facing growing investor scrutiny over the cost of its AI buildout as rising capital commitments, equity issuance and weaker free cash flow raise questions about how quickly the company can convert heavy spending into returns. S&P Flags Credit Risk As AI Spending Rises S&P Global Ratings lowered the outlook on Meta’s AA- credit rating to negative, citing rising leverage and uncertainty over how long elevated capital spending and negative free operating cash flow could persist. S&P said Meta has more limited visibility into AI monetization than some peers and questioned when new AI investments will begin producing revenue that materially exceeds their costs. The rating firm expects Meta’s capital expenditures to reach about $140 billion in 2026 and rise above $225 billion in 2027. It also projects leverage could climb above 1.0 times next year from roughly 0.1 times last year. Meta disagreed with S&P’s assessment. Company spokesperson Kamran Mumtaz told Bloomberg on Friday that Meta sees significant product and business opportunities ahead and believes its credit profile remains very strong. Future Commitments And Equity Raise Add Pressure Meta has disclosed more than $800 billion in future spending commitments, with nearly half tied to leases that have not yet started, largely for data centers and energy infrastructure. CFO Susan Li said Meta expects to continue investing aggressively across its core business and emerging AI initiatives. Meta also recently completed a $25 billion stock sale at $625 per share, while maintaining an at-the-market program that could sell up to another $60 billion of stock. The stock fell below the offering price during Friday trading, adding to concerns around funding needs and shareholder dilution. The stock has also reversed the gains that followed Meta’s September launch of Muse, its personal AI agent, Bloomberg reported on Friday. Meta continues exploring monetization opportunities around Muse and other AI products through subscriptions, transaction fees and potentially advertising. The company is also developing a possible cloud business that could sell access to AI models or raw computing capacity. Baruch Trims Meta On CapEx Headwinds Blue Line Capital founder and president Bill Baruch said he reduced Meta to 1.5% of his portfolio from 2.5%. Baruch told CNBC last Wednesday that the company’s capital-spending outlook has become a major headwind, pointing to expected 2026 capex of $135 billion to $145 billion and estimates approaching $200 billion for 2027. He also highlighted negative free cash flow and said the stock failed to sustain momentum following the Muse launch and earnings. Baruch said his firm is raising cash to maintain flexibility and chose Meta as one position to reduce. Brown Keeps Meta Out Of His Portfolio List Ritholtz Wealth Management CEO Josh Brown also turned more cautious on Meta for the intermediate term. Brown removed Meta from his "Best Stocks in the Market" list after the stock weakened following its Muse-driven rally, equity issuance and renewed questions about AI funding. He told CNBC on Tuesday that he would not re-enter the stock unless it reclaimed its 50-day moving average near $664. Brown said Meta may still work as a long-term holding, but for now he sees too many stronger stocks elsewhere to focus on when Meta might rebound. META Price Action: Meta Platforms shares were up 0.61% at $618.77 at the time of publication on Monday, according to Benzinga Pro data .

Tesla's 128% Robotaxi Surge Puts It Just 15 Cars Behind Waymo. Tesla, Inc. ‘s TSLA Robotaxi fleet in Texas has surged 128% in just over a month , bringing Elon Musk ‘s autonomous ride-hailing operation within 15 registered vehicles of Alphabet Inc GOOG GOOG -owned Google ‘s Waymo . The latest state-record snapshot lists 1,244 vehicles under Tesla Robotaxi LLC, compared with 1,259 for Waymo. The narrowing gap gives investors a striking measure of Tesla’s push to scale, but the registration figures do not show how many vehicles are actually carrying paying passengers. Tesla’s Robotaxi Fleet Takes Off The Texas Department of Motor Vehicles’ automated-vehicle registry lists individual vehicles by operator. Tracker data show Tesla’s count climbing from 546 on Sept. 30 to 1,244 on Nov. 1, a 128% increase. The latest additions include 40 entries recorded under the apparent model-name typo “Modey Y,” alongside 631 Model Ys and 573 Cybercabs. The tracker’s model labels should be treated cautiously, but the overall registered fleet total is clear. Waymo Still Holds a Narrow Lead Waymo’s roster includes 863 Jaguar I-PACE vehicles and 396 Zeekr RT vehicles, according to the same registry tracker. Tesla’s recent additions have quickly narrowed the gap: its count rose by 274 in the seven days through Nov. 1, while Waymo added 52 in the same period. The comparison is useful, but it is not a direct measure of ride-hailing scale. Registration records do not disclose how many vehicles are deployed in each city, how often they complete trips or how much revenue they generate. Nor do the figures show that every registered vehicle operates without a human safety monitor. Tesla Fleet Includes Both Model Ys, Purpose-Built Cybercabs The Model Y can accommodate more passengers, while the Cybercab is a two-seat vehicle designed specifically for autonomous ride-hailing. The mix suggests Tesla is using different vehicle formats as it builds out the service, rather than relying on the Cybercab alone. Management has described rapid progress. On Tesla’s third-quarter earnings call , Musk said the Cybercab fleet in Austin had grown tenfold in roughly a month. CFO Vaibhav Taneja said cumulative unsupervised Robotaxi miles increased eightfold during the quarter, with weekly double-digit growth. For investors, the next milestone is not simply overtaking Waymo on a state registry. Tesla must show that its growing fleet can deliver reliable rides, attract repeat customers and generate attractive economics. The 15-vehicle gap makes the rivalry easy to measure; utilization and paid trips will determine whether the expansion becomes a meaningful business.
