Oracle Looks to Raise $20 Billion to Fund AI Ambitions. By Kelly Cloonan Oracle plans to raise $20 billion in debt and equity as it looks to finance its artificial intelligence infrastructure buildout. The software company is selling $10 billion in common stock and $10 billion in bonds, according to separate filings with the Securities and Exchange Commission on Monday. Oracle said it would use the proceeds from the sales for general corporate purposes, which it said could include capital expenditures, debt repayment, dividends and future investments or acquisitions. Oracle said last week it wouldn't raise more than $20 billion in additional funding in the capital markets through fiscal 2030, and projected that its capital expenditures would peak this fiscal year and into the next fiscal year before stepping down in fiscal 2029, when it expects to start funding its own growth. Oracle has rushed to line up financing to pay for its data center buildout and chip purchases, raising billions this year by selling stock and debt. Some investors have raised concerns over the company's debt, weighing on its shares. Write to Kelly Cloonan at kelly.cloonan@wsj.com

Elon Musk Has an AI Problem: People Are Using Grok Too Much. Elon Musk has spent years arguing that artificial intelligence will become more useful as it gets more capable. Grok Bot , from Space Exploration Technologies Corp. SPCX unit SpaceXSI , is testing the other side of that promise: the more work users ask an AI agent to do , the more expensive it can become to serve. Musk acknowledged that the cost of running the product was "unsustainably high relative to revenue," just as subscribers complained about hitting usage limits early. SpaceX’s Grok: Popularity Comes With a Bill The admission came after an X user asked Musk whether Grok Bot’s weekly allowance could be reset, saying many users had exhausted their usage much sooner than expected. Musk did not disclose the product’s costs, revenue or usage limits, or outline a pricing change. On SpaceX’s third-quarter earnings call , management said Grok Bot had reached 800,000 paid weekly users earlier in October, more than doubling over the preceding month. Launched in August, the agent can carry out multi-step tasks through its own virtual computer. SpaceX executives said business customers were using it across sales, marketing, IT and engineering. An agent may make repeated model calls, browse and take computer actions before delivering a result, requiring more computing resources than a short chatbot exchange. Musk’s comment points to a gap between subscription revenue and the cost of supporting that usage, although he did not quantify it. Figure AI’s Hark Sees an Opening The complaint became a marketing opportunity for Hark. Brett Adcock , Figure AI CEO and Hark founder, urged users struggling with Grok Bot’s limits to try Hark, saying its tiers were "incredibly generous." Hark’s pricing page offers its full feature set for free, with Pro² providing twice the usage for $20 a month and Pro³ offering 10 times the usage for $100. The company says its assistant can manage email, create scheduled tasks, order food and use its own computer. Those multipliers are measured against Hark’s free tier, however, and cannot be directly compared with Grok’s undisclosed allowances. The AI Agent Economics Test For investors, the issue extends beyond a usage-limit complaint. AI companies are encouraging customers to delegate more work to agents, but heavier use can increase inference and infrastructure costs faster than subscription revenue. Hark’s pitch highlights the customer-acquisition opportunity; Musk’s admission highlights the cost of fulfilling it. The next test for Grok is whether SpaceXSI can price agent usage to keep customers engaged while making the service economically sustainable. More capable AI agents may attract more users, but growth alone will not guarantee attractive margins.

ECB flags AI valuations, bond stress and fund losses as main risks. The European Central Bank has identified high valuations for AI stocks, stress in the bond market and potential losses at shadow banks as the main risks to financial stability at present, ECB Vice-President Boris Vujcic said on Monday. The ECB is due to publish its biannual Financial Stability Review on November 18 against a backdrop of volatile markets as expected returns on AI investments come under scrutiny and indebted borrowers such as France face pressure. The ECB has been warning about a bubble in US tech stocks for at least two years but this time cracks are beginning to appear, with the Nasdaq down nearly 8% from its all-time high after results from the likes of Alphabet GOGLB , Intel INTC and Amazon AMZN . "As the FSR has been prepared, we saw the correction in the markets in AI (stocks)," Vujcic told an event in Ireland. "Obviously, everybody's exposed to that...including Europe," he added, noting that many investment funds have positions linked to AI. As a second risk, Vujcic noted the recent, sharp rise in government bond yields, especially for indebted countries. He said the ECB would be "monitoring" the bond market but, echoing the central bank's official line and playing down speculation about any intervention, he added that the primary response should come from governments. "The answer to that, obviously...if the problem is fiscal, has to be primarily the fiscal reaction," he said. He mentioned losses at investment funds and other shadow banks — non-bank financial institutions in central bank speak — as the third main risk.

Nvidia, AMD, Marvell Targets Cut: Melius Pulls Back on AI Stocks as Big Tech Lines Up to Raise Cash. Melius Research reiterated its Buy rating on Nvidia Corp. NVDA while lowering its price target to $315 per share from $420, CNBC reported Monday. The new target sits 25% below the old one. Nvidia had company. Melius also reduced targets on Advanced Micro Devices Inc. AMD , Broadcom Inc. AVGO , Marvell Technology Inc. MRVL , Dell Technologies Inc. DELL , Qualcomm Inc. QCOM and CoreWeave Inc. CRWV . NVDA stock is climbing Monday. Get all the details here. A Flood of Paper The primary warning in the note concerned the sheer volume of securities headed to market. According to the firm, "at least 5 trillion-dollar plus companies … have to issue hundreds of billions in securities." Melius added, "The amount of paper is so large it has become the primary risk." Heavy issuance creates a supply problem for markets. Every new bond or share sale competes for the same pool of investor capital, which can weigh on prices across a sector. Chip suppliers would feel the effect secondhand, since their largest customers would be paying for orders with borrowed or newly raised money. Few analysts have framed the AI trade around financing quite so bluntly. Most of the debate over the past year has focused on demand, supply constraints and whether spending would translate into profits. Melius moved the spotlight to the balance sheet side of the equation. Pressure on Multiples Valuation drove the price target cuts. In its note, the firm said it was lowering targets "as multiples may remain under pressure as the buildout will feature more backstops throughout 2028." In financing terms, a backstop is a commitment from one party to cover funding or absorb losses if other sources fall short. Melius appears to expect more of the AI infrastructure buildout to lean on such arrangements over the next two years. Structures of that kind can make investors more cautious about paying premium multiples, even with revenue still rising. Three of the seven companies face an added hit. Melius trimmed PC- and smartphone-related estimates at AMD, Dell and Qualcomm, according to CNBC. Weaker consumer device demand would land on top of the valuation pressure facing the broader data center trade. The Buy rating on Nvidia stands. The lower target reflects a reset in what Melius believes investors will pay for chip earnings across the group, with the 2028 time frame suggesting the firm expects the pressure to linger.
